This is Oxford, the railway bridge over a now unbelievably quiet A420 Botley Road. The bridge has since been altered and now extends more towards the camera position (carrying extra tracks?). Bridge max height is still 13' 6". Oxford Rail Station is at the left. Oxford YHA Youth Hostel is now where the billboards on the left were.

By chance came across a JSTOR publication reference for this photo. It's between pages 6 and 7 of this following article: The Industrialization of Oxford E. W. Gilbert The Geographical Journal Vol. 109, No. 1/3 (Jan. - Mar., 1947), pp. 1-22 I think the article may also contain, on the same page, your photo : 51936 which is (correctly) labelled "Rewley Road LMS Railway Station, Oxford"
