This looks to be a permanent way gang examining the line during the flood to check if it is possible to run trains along the line.Steam trains could run through deeper water than today's rolling stock which often has electric motors. The danger with floodwaters is that you can not always see what ballast has been washed away. This is likely to be the Great Western Railway line near the River Thames near Oxford.

The caption there tells us that this photo was taken by Henry Taunt and is near the Abingdon Road. *** "Image No.: OHC000141-01 Floods on the railway lines near the Abingdon Road, Oxford, 1894 The railine along the road after serious floods which had silted over the tracks. Several men with sticks are standing on a rail cart to assess the extent of the problem. Photographer Henry W Taunt" ** (2) ** The Oxford Times has a similar picture (different vegetation) which they say is also by Taunt and date as 1875 -- http://www.thisisoxfordshire.co.uk/resources/images/2973907

Update : The railway tracks at this location (Hinksey, south of Oxford) have flooded for at least 140 years (11 times in the last 14 years alone). Today (1 August 2016) work starts to lift the tracks 24" and construct culverts which should allow water to flow under rather than through the tracks. The railway will be closed for 16 days.
